A Harrogate bed and breakfast to become an HMO despite people objecting to the plans.
Harrogate Borough Council planning officers have approved the application from Mr Olsi Papa under delegated powers for a new use for Wynnstay House, a five-room bed and breakfast on Franklin Road.
More than a dozen people objected to the change of the building.
One of the reasons is that “an HMO would have a detrimental impact on the character of the street” previously another HMO in the same area led to public disorder in the past.
The council also added that a separate operating licence is required before it can open.
The report concluded: “Franklin Road is characterised by a mix of single dwellings, flats, B&Bs and commercial premises with another HMO operating from a property in the street.
“It is therefore considered that a change of use from B&B to an HMO would not have a detrimental impact on the character and appearance of the street, conservation area, and wider locality.”
